House Democrat Jamaal Bowman leads push against a TikTok ban


While many lawmakers are pushing for a or sweeping changes to the popular video-sharing app , Rep. Bowman, D-N.Y., has embraced the app, gaining nearly 160,000 followers and 2 million likes posting about his thoughts and the workings of Congress.

On Wednesday, Bowman will host a news conference with more than 30 TikTok creators whose platforms are threatened by the U.S. government's toward greater restrictions on the app. The event stands in stark contrast to the deep skepticism TikTok CEO Shou Zi Chew is sure to experience from many of Bowman's colleagues when he testifies Thursday before the House Energy and Commerce Committee about how the company protects U.S. users from surveillance and other harms.

Fears about how U.S. user data could be accessed by China's government via TikTok's Chinese parent company ByteDance have inspired bans of various degrees across the U.S., including a federal ban of the app on government-owed devices.

TikTok last week said the Committee on Foreign Investment in the U.S. threatened a broader ban of the app if ByteDance wouldn't sell its stake. The interagency group is reviewing potential national security risks stemming from ByteDance's 2017 acquisition of TikTok precursor Musical.ly. TikTok, in turn, has offered a sweeping plan to make its processes more transparent and removed from the parent company in an effort to quell the concerns.

But Bowman believes fears over potential risks associated with the app have been disproportionate to the available evidence about its vulnerabilities.

“Now, if I get more information based on the DOJ investigation or something like that, I will stand up and say I was wrong and go the other way,” Bowman said in an interview with CNBC, seeming to refer to the recently reported Justice Department investigation into allegations that former ByteDance employees spied on journalists. “But right now what I'm hearing is a lot of fear mongering and speculation and not as much actual evidence.”

That's led TikTok to be unfairly singled out, both as a social media company and a business with a Chinese owner, according to Bowman. The U.S. has many longstanding business ties with China, he said, and there are plenty of other China-based apps on American phones as well.

Bowman supports new regulations for the tech industry but believes they should apply to all the major platforms to protect consumers.

“TikTok or not, we haven't done enough in terms of making sure social media is safe, not addictive, doesn't push misinformation and can be used in the safest possible ways,” Bowman said.

Wednesday's news conference will highlight creators with more than 60 million collective followers who will share the app's impact on their lives. TikTok has leaned into the strategy of highlighting users in its appeal to lawmakers. On Tuesday, Chew appeared in a video on TikTok's official account pointing to the company's 150 million monthly active users in the U.S. and asking those users to share in the comments what they love about the app.

While TikTok helped bring the creators to Washington, Bowman's office has been working primarily with the creators to organize the event, according to Emma Simon, Bowman's digital director and press secretary. Bowman's office had already planned to meet with the creators. Simon said she learned the TikTokers hoped to gather a news conference and worked with them to make it happen.

Bowman's experiences on TikTok have informed his thinking about the app, where he said he's encountered noticeably less misinformation and hate than on other platforms. He said banning the app would effectively drive some creators back to platforms where they may encounter more negativity or at least a different atmosphere than the one that exists on TikTok.

He's found that TikTok has helped him reach new constituents, particularly younger ones, he hadn't engaged before through other communication methods.

Unlike Bowman, many of the lawmakers who will be questioning Chew on Thursday do not have a TikTok account (or at least one that is public-facing). That lack of familiarity with the app may be part of what's driven lawmakers toward a ban, Bowman said.

“When you don't understand something, you're often afraid of it. And when you're afraid of it and you don't understand it, you look to get rid of it,” Bowman said. “I think that is what many members of Congress are looking to do now.”

Bowman became more personally engaged in TikTok at Simon's urging. Simon, 23, is in TikTok's core demographic and said she pushed Bowman to engage more directly with the app to reach constituents, shifting it from an avenue his office previously used just to repost media hits.

“It all started to change” once she got him to vlog the dayslong speaker of the House election earlier this year, Simon said. The videos helped Bowman, 46, rapidly grow his following and marked a new tone for the congressman on the platform.

Simon's pitch to her boss was to him just how many young users are on TikTok, especially over other platforms. She said he loves engaging with young people and is passionate about education. Fears of Chinese influence weren't really part of the discussion.

OpenAI GPT most important advance in technology since 1980

Microsoft co-founder Bill Gates says that OpenAI's AI model is the most revolutionary advance in since he first saw a modern graphical desktop environment (GUI) in 1980.

Before that, people used their computers through a command line. Gates took the “GUI” technology and based Windows around it, creating a modern-day software juggernaut.

Now, Gates sees parallels with OpenAI's GPT models, which can write text that resembles human output and generate nearly usable computer code.

He wrote in a blog post on Tuesday that he challenged the OpenAI team last year to develop an artificial intelligence model that could pass the Advanced Placement Biology exam. GPT-4, released to the public last week, scored the maximum score, according to OpenAI.

“The whole experience was stunning,” Gates wrote. “I knew I had just seen the most advance in technology since the graphical user interface.”

“The development of AI is as fundamental as the creation of the microprocessor, the personal computer, the Internet, and the phone. It will change the way people work, learn, travel, get health care, and communicate with each other. Entire industries will reorient around it. Businesses will distinguish themselves by how well they use it,” he continued.

Gates is the latest big name technologist to take a position on recent advancements in AI as a major shift in the technology industry. He joins former Google CEO Eric Schmidt and former Amazon CEO Jeff Bezos who have predicted that data-based machine learning could change entire industries.

Current CEOs also see major opportunities in AI applications and tools. Nvidia CEO Jensen Huang said on Tuesday that the field is experiencing an “iPhone moment,” referring to the time when a new technology becomes widely adopted and entrepreneurs see opportunities for new businesses and products.

Gates and Microsoft have close ties to OpenAI, which developed the GPT model. Microsoft invested $10 billion in the startup and sells some of its AI software through Azure cloud services.

Gates suggests that people talking about AI should “balance fears” of biased, wrong or unfriendly tools with its potential to improve lives. He also believes governments and philanthropies should back AI tools to improve education and health in the developing world, because companies won't necessarily choose to make those investments themselves.

Google CEO Pichai memo to employees on Bard AI: ‘things will go wrong’

Google and Alphabet CEO Sundar Pichai told that the success of its newly launched Bard A.I. program now hinges on public testing.

“As more people start to use Bard and test its capabilities, they'll surprise us. Things will go ,” Pichai wrote in an internal email to employees Tuesday viewed by CNBC. “But the user feedback is critical to improving the product and the underlying technology.”

The message to employees comes as Google launched Bard as “an experiment” Tuesday morning, after months of anticipation. The product, which is built on Google's LaMDA, or Language Model for Dialogue Applications, can offer chatty responses to complicated or open-ended questions, such as “give me ideas on how to introduce my daughter to fly fishing.”

Alphabet shares were up almost 4% in mid-day trading following the announcement.

In many disclaimers in the product, the company warns that Bard may make mistakes or “give inaccurate or inappropriate responses.” 

The latest internal messaging comes as the company tries to keep apace with the quickly evolving advancements in generative AI technology over the last several months — especially Microsoft-backed OpenAI and its ChatGPT technology.

Employees and investors criticized Google after Bard's initial announcement in January, which appeared rushed to compete with Microsoft's just-announced Bing integration of ChatGPT. In a recent all-hands meeting, employees' top-rated questions included confusion around the purpose of Bard. At that meeting, executives defended Bard as an experiment and tried to make distinctions between the chatbot and its core search product.

Pichai's Tuesday email also said 80,000 Google employees contributed to testing Bard, responding to Pichai's all-hands-on-deck call to action last month, which included a plea for workers to re-write the chatbot's bad answers.

Pichai's Tuesday note also said the company is trying to test responsibly and invited 10,000 trusted testers “from a variety of backgrounds and perspectives.”

Pichai also said employees “should be proud of this work and the years of tech breakthroughs that led us here, including our 2017 Transformer research and foundational models such as PalM and BERT.” He added: “Even after all this progress, we're still in the early stages of a long Al journey.”

“For now, I'm excited to see how Bard sparks more creativity and curiosity in the people who use it,” he said, adding he looks forward to sharing “the breadth of our progress in AI” at Google's annual developer conference in May.

The multi-talented star is proud of his success in business and entertainment. When asked about being successful in love, Nick said it depends on your definition of success. The 42-year-old said he loves love, but not in the traditional sense.

“It doesn't even say ‘hopeless romantic,' I have ‘fearless romantic' tatted on my back. I love love. I fall in love in like a day!” he joked.

Nick gushed about reading romance novels and a steady rotation old school love songs. Nick also admitted therapy helped him form healthy boundaries about loving the experience more than the person. It's still not only about finding one individual for the non-monogamous mogul.

Nick isn't just uninterested in finding a wife. As one of the hardest-working men in Hollywood, he doesn't even have time for a girlfriend. Nick even said pursuing just one woman would do a “disservice” to his family.

“My focus now is my children and then my business. I literally don't have time,” he said, explaining that it might take four months for a second date. “I don't have that energy. I don't have that bandwidth. I feel like I'd do a disservice to my family if I'm out here looking for love.”

“I mean, even just one of them,” Thembi continued.

It sounds like Nick somehow has it all figured out, even if it's unconventional.

“Don't you ever get lonely?” Thembi asked.

“How? I've got 12 kids! What do you think I'm missing when you say ‘lonely?' I've got everything I want. It's a blessing,” Nick said.
